The City’s annual Infrastructure Report evaluates its infrastructure planning, risk and delivery against our strategic objectives. Infrastructure investment and planning is critical to ensure that we can meet the growing needs of residents.

2025

This report highlights how capital investments have shifted from 2023 to 2025, aligning with City priorities and long-term planning. For each sector, it provides details on the priority capital investments, what these projects are, and how these projects contribute to sustained long-term service delivery for Cape Town.

The analysis is based on data extracted from the City’s project preparation management system as at 15 September 2025, incorporating three key datasets:

  • Latest approved plan
  • Current budget
  • Actual expenditure

Infrastructure Report 2025

2023

This report aims to provide an update of critical projects identified in the 2022 Infrastructure Report including project progress, status and anticipated completion.

The analysis is based on data extracted from the City’s project preparation management system as at 23 May 2023 and the latest sector plans.

Infrastructure Report 2023

2022

This report was the first consolidated attempt by the City to evaluate its infrastructure delivery plans for the next 10 years.

It is limited to evaluating the City’s bulk infrastructure across the five directorates: Energy, Urban Waste Management, Water and Sanitation, Human Settlements and Urban Mobility. The analysis is based on data extracted from the City’s project preparation management system as at 4 May 2022.
